Agents of the Federal Investigation Bureau arrested on Wednesday morning, the former secretary of the Department of Education (DE) of Puerto Rico, Julia Keleher, in the federal capital of Washington DC as confirmed by sources of NotiCel.

Likewise, the former director of the Health Insurance Administration (ASES), Ángela Ávila, and the BDO Puerto Rico executive, Fernando Scherrer, were arrested in Puerto Rico.

Between ASES and the DE, it was conspired under three fraud schemes totaling $ 15.5 million. 

Against Keleher weigh a conspiracy charge to commit electronic fraud, three charges for electronic fraud, and a conspiracy charge to commit an offense to the United States.

Related to this case, the Mayra and Glenda Ponce Mendoza sisters were also accused, who served as consultants to the Secretary of the Department of Education (DE).

Against Glenda weigh an electronic fraud charge and a charge for conspiring to commit fraud while against his sister Mayra weigh three charges for electronic fraud and a charge for conspiring to commit fraud.

His case was assigned to judge Pedro A. Delgado Hernández.

As revealed in NotiCel, at least two consulting contracts with federal funds had been altered in the DE without the authorization of the program in charge of handling this money. This money was moved to benefit relatives of Keleher.

Before the questions, the Governor hid behind the ignorance.

“I have not received information about illegal actions of the secretary, nor of an investigation,” Rosselló said at the time.
